How do you sell a service that does not exist

I have recently reported an issue I have with my Telkom ADSL line speed that has been non existent since I signed up with Telkom.<br> It took a further two plus weeks for them to respond. I have subsequently learnt that Telkom only has a 10MB capacity feed to the town of Philadelphia - with close to a 100 households and almost everybody needing Wi-Fi these days it is now all clear as to why I am only getting .10 megabits line speeds of the 4MB uncapped that was sold to me.<br> This is as close to misrepresentation as it gets and I am thinking of getting legal opinion on the matter.<br> I am not interested in the lousy R600 credit Telkom has loaded on my account, honestly R600!!!<br> I want at least 75% refund in my account so that I can put up a new infrastructure with a reputable service/network provider that does honest business
