High Latency

About 13 weeks ago my internet started to lag when I would play online games. It started out with about 200 ping which is above my regular 50 ping. After a few days it became unbearable reaching 1000 ping and averaging at about 700. This happened to myself and several people I know living in the same area as me but not affected my neighbours and their neighbours. I called in to ask for assistance several times but there was never any improvement. After 9 weeks the high latency subsided and the internet returned to normal. 3 weeks later and the high latency has returned leaving me in a state where I cannot play online, watch online streams and youtube.
