HELKOM is *********!

I know HELKOM gives a flying @#$@# but I thought I would log it here in any case since calling or emailing does not work.

I've app**** for an ADSL line in FEB.. the TEC NEVER, NEVER came out and in AUG HELKOM started billing me for a line that was never installed.
