giving me a bad itc

goog day please help - i did not have any telkom service or line as my line was cut in july 2017 already. i did get a summons i did pay. now again i receive calls. i did cancell my line and the lady said all will be send and corrected with a new bill. i will not pay a service fee for something i cannot and could not use as it was cut and cancelled, and now they blacklisted me.

please correct.
