Fibre installation being canceled

I've been trying to get fibre installed at a premises for over a month now with no success. This is a unique issue as I had to get a second development on the property registered as a cottage. I've now explained the scenario to about 16 different consultants and they've all assisted me saying the matter should be resolved but when I call back to check the status of the order I have to explain the entire scenario again. There has been 0 progress on my order and a terrible lack of communication as well as miscommunication and misunderstanding.
