Fiber speed

I previously complimented Telkom on their excellent fiber lines but now I must mention they upgraded my line to a 200Mb/sec line and after the upgrade, every night and every weekend they throttle me to 5 - 15Mb/sec. So I am paying for 200Mb/sec but in reality I am getting 5Mb/sec.
