FIBER IN AREA

Hi, we have moved into a new apartment and were informed by the estate manager that there is fiber in the estate. (The estate is relatively new) We have called and have been to numerous Telkom branches trying to get one of their fiber packages sold to us, but everytime we are told that there is no fiber installed there yet. Even though we know this isn't true because there are a few lucky people in the complex who actually spoke to people at Telkom who could pick it up and they (Hauwei) came to install their fiber package and it actually works. So I don't understand how they can't pick it up. Telkoms own website even shows that there is Fiber connection there. Can someone please contact me who can actually help me. We live in The Hills Estate in Pretoria.
