Fault logged - not fixed

I logged a fault on our Telkom line on 5 December 2017. We got less than 1Mbps on a 10Mbps line. On 11 December 2017 the technician showed up unannounced. Fortunately there was somebody home at the time. He said that the problem was fixed and left his personal number so we can contact him directly should we experience any further problems. When I got home, I did a speed test and got just over 5Mbps (which is better, but still nowhere near the 10Mbps of the line). However about at 6pm the connection dropped once again to just under 2Mbps. I also then found that the telephone line was completely dead. I phoned Frans and explained the problem. He assured me that the issue was going to be resolved ASAP, so I asked him when he is planning on coming back as there isn't always somebody home at any given time. Frans then assured me that he won't need to access the yard to fix the problem as he knows where our box is. However, the following day he showed up (again unannounced). This time only the domestic worker was home and she doesn't have keys to open the gate. I never heard from Frans again. I phoned him today to find out what the status was and when the problem was going to be fixed only to find out that they are "extremely busy, because the fault logging is overloaded". I completely understand that, but since our problem is an old one, surely it should enjoy a bit of priority. It's almost two weeks since I logged the original fault, but no progress has been made.
