Failure to release fibre line for weeks - Telkom clueless about how to resolve. AVOID AT ALL COSTS!

I have had endless problems with Telkom ever since I made the (admittedly stupid) decision to retain Telkom as my internet service provider when I had a Vumatel fibre line installed in my home in late 2016. Despite repeated assurances from Telkom that it would NEVER happen, Telkom ended up double billing me for over a year - for both ADSL and my fibre line. I had to send dozens of emails for over a year before I eventually managed to get a refund and my account closed. Once again, though, Telkom managed to make a mess of my cancellation - Telkom still has not released my fibre line so I am not able to get another ISP. Once again, I have sent emails every day for over two weeks, have spent hours on hold only to have my call mis-directed, people hand up on me, and pretty much every department I speak to (by phone, email, even chat) refusing to do anything to help me, beyond telling me that it is not their problem, and that I have to contact sales / technical services / cancellations - all of which I have contacted and NO ONE wants to help. The most frustrating thing is that I keep on being told to call 10210 or 10213, but I don't have access to a landline so this is not a viable option for me unless I want to waste R100s being kept on hold for hours. No one is willing to give email contacts that actually work - I keep on getting boilerplate replies (after days!) saying that the relevant department will be in touch, which they never do. Even the emails listed on Telkom websites / community boards don't work. And in the meantime, I have been without internet for weeks, which is negatively affecting my ability to work / earn a living.

Reviewer Update
I have been following up daily by email to 10210, and have also attempted to secure assistance by going into the Telkom shop in ****arney and using the Click to Call department. Yesterday, I was called back by someone called Daniel, who promised to escalate and contact me again before the end of the day - needless to say, I received no feedback. I tried again today, and my call was initially answered by Zoliswa who, being in the technical department, was apparently not able to help. He then transferred me to another department that he said would be able to assist. After being kept on hold for quite some time, Sanele Dlamini (sp?) picked up and was quick to inform me that she was part of the mobile department, and not only could she not help with my query, she was not able to transfer my call, and advised me to contact 10210 - the same department that I have been communicating with for over three weeks without any progress. I asked to speak to a manager but apparently there was no manager on the floor. My account has been cancelled, yet Telkom is holding hostage my Vumatel fibre line without consent, which means I have no way of getting fibre internet on my property.
