Enough Voice Bundles but Cannot Make Calls

Is there a reason that I cannot make calls with the number ***), but there are voice minutes in it?

There are enough voice bundles in this line, however, I cannot make calls at all, and the invoice is reflecting the amount I will be charged, including the amount used to buy the voice minutes in this line.

Please assist.
