Download speeds half what i should be getting

I've have had low downloads speed for almost two weeks now. I was told that there was a network outrage in the area, but that seems to now be resolved. But i still getting the same results everytime a do a speed test. Can someone install fibre in the area so that i can switch from DSL to fibre. When will Telkom sort out my problem????
