Down grade on a upgrade

I asked for my landline to be upgraded to the new non copper service. I could make calls to any number. Telkom actually down graded my new service to Telkom lines only. I phoned them and they said they can only restore my service on the 12th of next month. If I want to make calls to a non Telkom line I must use my cell phone.
