Double charge for cellphone deal

I took out a business cellphone contract with my current business landline about 1 year ago.

The deal was for the FreeMe unlimited package and it included a Sony Xperia XZ with headphones for R1399. If i wanted the sim only deal it was R999. When I was approved for the deal I was told i had to pay R8000 for the cellphone. The consultant told me there was something wrong and assured me that it would be adjusted and taken away. I left trusting him but after months and logging complaints nothing has been done and I am still being charged. I have had phone calls with consultants who have agreed that what was happening was incorrect and also said it would escalated but nothing has happened.
