Does Not Want Paying Customers

The problem that i'm having is that telkom does not want to help the complex i live in with adsl, we are 5 to 12 houses that want adsl at least 4mbps but telkom does not want our money. We have tried on so many occasions to get telkom to install adsl ( no lines, no infrastructure, need more than 5 applications) What else do we need to do to get some sort of help for telkom to get our internet services..... very very unhappy.
