Do I really have to pay for expired contract?

<p>I have 3 contracts with Telkom, one of them is due to expire this week. As advised I send through a cancellation form on 13th March and requested that I remain using the number on prepaid. A few weeks later I'm calling to find out if my email was received, the Agent can't even confirm if it was received or not, instead she told me my request will be ignored because my service is currently suspended due to non payment, which I'm aware of. Yes I do not dispute that, but how on earth are you expecting me to settle my account which is in arrears while you are busy charging me for a contract that is expired? Really now, what makes you think I will be able to afford paying for an expired contract while I am unable to settle my outstanding balance? The other think I asked was if its possible to make a payment arrangement to pay off my balance, I was told it doesn't work like that. I am unable to pay the whole amount and the only way I will be able to if I do it in small portions. Now that my 2nd contract is due to expire in July, will my 2nd cancellation request also be ignored just because my account is in arrears? I refuse to being charged for an expired contract and being told I will be charged month to month. Please look into this and contact me asap.</p>

I didn't receive any calls as promised above, instead I received this email on 23rd May --

Please note that a payment arrangement does not warrant a reconnection, in order to have the Arrangement registered 40% of the total balance due has to be paid within 7 days and the other 2 instalments to be paid at the 30% plus the current account respectively, External collectors might still debit your account if there is no Arrangement registered on your account, for inquiries kindly send an email to tcbenocb@telkom .co.za

What I truly don't understand is if I didn't make it clear in my previous communication that I am unable to pay the required monthly instalment? I thought as consumers we are always encouraged to notify our service providers if we are unable to pay, but instead of being contacted and asked what amount I will be able to pay, Telkom just goes ahead and send me this demand of 40%, really where do you think I'll find the 40%? The reason I contacted you was because I was unable to pay it and still am.

About the cancellation of my other cellphone contract, still for that I haven't received any feedback instead the invoice I received last week shows I'm still billed for a contract that already expired. I was initially paying R169 for it and now it's R99, my question is why R99 instead of 0? The account is expired and I sent you my request on 10 March for a contract that was due to expire mid May. Please advise why is that.
