Dispute over a period of no service

Cancelled my service (Internet and ADSL service ONLY specified on Cancellation Form) on 26 January 2016.
I e-mailed and faxed the cancellation form to the relevant fax number/e-mail adress. I never heard from anyone from Telkom regarding this request since. Assuming notice period is at least 21 days which would have given me until 16 February 2016 to make new arrangements for a new ISP.
On 7 February 2016, my internet connection was terminated plus e-mail capabilities. Land line was still functional.
Because they terminated my e-mail, I did not receive my account as per usual in February. Settled since.
I had to find a new ISP.
On the morning of 29 February, I found my landline to be disconnected, while I specifically stipulated on the form as indicated above, for it to be retained.
I called in to have it reinstated and in an attempt to get it done immediately, reversed my Internet/ADSL cancellation.
I logged a dispute for not having Internet/ADSL connectivity for the period 7 February - 4 March.
Dispute ***
On 15 March I get told my dispute was rejected. Why? New dispute logged. Ref # should have been SMS'ed to my me. Nothing as yet.
Really sick of this.
Please advise.
