Did You Just Drop My Line From 10mbps to 4mbps????

We pay almost R1000.00 per month for a 10mbps line on Home Premium package. This weekend i reported a fault as my line speed was a constant 0.85mbps - 1.6mbps with 0.16 upload speed. I had to buy 10GB prepaid data from another isp and enter my new prepaid data account info into the router to get back to around 7.6mbps until the telkom issue resolved.<br> <br> Today a technician phones me says he has fixed the line i must check. I still had the prepaid data account settings in with still around a 6.9 - 8.1mbps line speed. So i entered telkoms isp username and password back into my router to check the speed, it was exactly the same with around 1.6mbps. He says well my line tests fine he has put in a request to drop my line speed. I said whaaat. dont drop my speed i am paying for a 10mbps line and i am getting a good high speed from another isp on prepaid data, it is telkom internet that is not giving me the full speed.<br> <br> So he hangs up the phone, i re enter my new prepaid account data into my router and bam i cant get more than 3mbps all day. Before his call i was getting atleast 7.3mbps, did he just go and drop my line speed from 10mbps to a 4mbps line speed???
