Destruction of property and unresponsive

A contractor team arrived to attempt a fibre install at around 4pm. Requests help from plumber who was on site to pull cable through (plumber unable to help). Team drills into water pipe and attempt to fix it by cutting pipe open and join with a smaller PVC pipe. Then also wrap the join with a plastic bag and insulation tape. Pipe still leaking heavily, team leaves without telling anyone. Drill left on site.

I have previously escalated to Openserve, but it's been a month and I still have to foot the repair bills for this shocking incompetence.
