Deduction Irregularity

Have a DSL line and package rental with Telkom, due to unforeseen circumstances the debit of R199 was unsuccessful in Dec2021. they are now charging me a R202 collection return fee.....where is this permissable in RSA under the NCA?? What gives Telkom the right to charge me R202 return collection fee?
