Debited but didn't receive a phone

I recently ordered a contract phone with telkom and they gave me options where I chose a phone and then they said they will contact me for delivery. They debuted from my account and then I thought the phone is coming but nothing,now I keep getting messages that say that order ***A is not in stock, I must wait. Which I think is not fair cause they've devoted from my account
