Dead tower means dead service

So i live in a area of pretoria that struggles to get fibre or adsl. SO i got myself Telkom LTE. The speeds are fine when the weather is good. But literally down the road is a tower of telkom thats completely dead, been dead for 7 years to be exact and nobody comes to fix it or see whats going on. I am not trying to connect to a tower over 20 km away from me. I am supposed to get easily 50mbps to 70mbps now im getting if lucky or weather permitting 4mbps.
