Data sim contract

I took Telkom data sim with mondo last year around September and was told even if I'm at a roaming area I will still be getting coverage which has never happened, now this month I received a statement saying I owe 301.70 with R202 being a subscription fee, which I don't get it how will I have another subscription fee every year?
