Data contract nightmare

I have been having the worst experience with with my contract. I feel disrespected. I’m paying for data that I can’t use. They keep giving SIM card that don’t exist. I pay every month but I haven’t been use the data I’m paying for, this is the second month. I keep using my petrol to ask them active these SIM cards they keep giving me, no luck
