Data Balance, Access to Call Center

I no longer get the sms with my balances after I hit *188#, usually I want to check my data and I cannot get through customer service when I dial 180, the automated voice sends an sms for whatsapp, at which point my data has ran out, how am I suppose to access whatsapp with no data, ... couple of months ago I used my second telkom sim to inform them to remove whatever it is thats blocking me from accessing the call center, something is really not adding up, I used a lot of data during December - but why does it feel like someone is busy with foul play over there
