Damaged property to my house with no connection

Terrible experience. Over R3000 damages to the property and still no connection. I was charged and I never payed it. I complained at Telkom I called every number I could and all that the person could reply is (****-off) I now cant make debt anywhere as Telkom has handed me over. Why cant we hand them over for not bringing their side of the deal?
