Damaged line, nobody to fix?

Had a tree fall on the line in August 2016, guy from telkom came and said they would clear the tree, never came back. Had to remove the tree of the line myself, part of the cable is damaged and needs replacing because of this. Guy came again, said "it wasnt his job" sitting with a damaged line because seems like telkom dont know how to replace a 20 metre damaged cable.

Getting half speeds of 5mb instead of 10 mb because of this damaged line

If Telkom could maybe send someone to fix this damaged line without this being rocket science it would be good
