Confusing service

Hi I am so confused on Monday (08.01.2018) I app**** for a Samsung J5 prime contract phone. I passed the security questions etc. and the lady told me that I qualify for the phone I want, she said she is about to knock off hence we will finalize the application on Tuesday (09.01.2018) she did call on Tuesday and we completed the registration, she read the terms and conditions and told me my phone will be delivered in 5 to 7 working days. but today at 13:04 I got an SMS saying my application was declined during the credit vetting process. so, which story is the right one? the phone will be delivered or I am declined? Isn't the credit vetting done before the application is processed?
