Closing faults without solving the problem

I have log a number of faults regarding slow internet. I am paying for a 10 meg line and is getting around 2 to 3 meg. During late at night around 10 pm i am back on full speed (7 to 8 meg) Tested every time with your test account and getting those slow speed. They are just adding more connections and don't upgrade the exchange. <br> <br> I want this to be sorted out for ones and all. I don't get bill for an avg of 2 to 4 meg but for 8 to 10 meg.
