Charged for something I never ordered

I have been trying for three year to cancel something I never ordered. I no longer live at the property even. I have cancelled this service about 4 times every time someone tells me they will escalate the query and cancel my account. Today I got an sms for a bill of over R1300 for something that should have been cancelled over 3 years ago. Telkom has one of the worst customer service I have ever experienced.
