Cellphone Contract Upgrade

I have been waiting and trying for a month to upgrade my cellphone contract. When I do the online upgrade I get the SMS that it been pre-approved and that a consultant will be in contact soon, but then when I answer my phone its quite and they hang up on me and don't phone back then I have to go through the whole process again and again same story for a MONTH it is unacceptable and unprofessional
