Can't upgrade to data contract

I have 3 contracts with telkom for a couple of years now. One of my numbers I can upgrade. Since when can't you upgrade a cellphone contract to a data contract with a laptop? All other service providers do it, but only telkom that doesn't. Thinking of taking my contracts elsewhere.
