Can't cancel my account

We tried to cancel our account, even received a call confirming the cancellation, but still get invoiced every month. There are also no contact centre that can help, the only email address has an automatic reply stating that the query will be addressed within 21 business days!!! Where in the world is this acceptable customer service? This borders on *****.
