Cannot even complete a normal pre paid sim swop

Try to do a simple pre paid sim swop since w\Wednesday - shop agent not at fault- case logged - stuck at BVS failed- wth do that for a normal pre paid sim. Extraordinary case has not been attended to. 18 calls , 19 online chats , still no movement. How ??
