Cancelled account but still getting charged!

I have cancelled my account but I am still getting charged and when I call the call centre I dont get through to a consultant, this is not good!!! I am leaving the country to go an live in another country I CAN NOT have my account being charged every month when I DO NOT have money in it!!!!!!!
