Cancellation requests not actioned

In February 2015 I requested for the cancellation of my landline as the line was requested for the sole purpose of ADSL. ADSL is not available and the estimated time of availability was 2016. It was confirmed my account would be credited with the monies paid from Dec 2014 to date and my line was confirmed to be cancelled. I received a statement advising of amount outstanding yesterday, 21/04/2015. When I called 10210 today I was advise my account is suspended. What is it going to take for a simple request to be done?
