Cancellation of non existent business landline number

I am trying to cancel a business landline that has not been connected / working for possibly years. It seems impossible. For cancellations you cannot get hold of anybody, or speak to anybody. They say it takes 2 months to cancel a line that does not exist or work! And after 2 months I am still waiting for the cancellation notice and still expected to pay. Anybody have any advice?
