can i have clarity please

so, on october 21 i reported a fault was given a reference number but the fault was never attended to. on november 4th i was told that it was a cable related fault and they dont think my adsl line will ever be replaced because apparently copper cable theft is costing telkom. ok, makes sense, then i was called again with a pitch to migrate to lte or get a fixed line look alike but was told that i'd have to go into a telkom store to get it. as a good person i decided to pay my telkom bill of over R1 500 on november 5 even though i had no services. then i decided to forget about telkom. on the 21st of november i received a call that the network outage in my area had been resoleved. i was very excited, however i got home to a loud buzzing landine and no internet coverage. prior my home number would go straight into voicemail but now it rings when i dial it on my cellphone but the landline itself doesnt ring. hmmmmm so i decided to call telkom and they told me that the copper cables have been replaced, but a technician will come to my house to 'fix' my line. ok, no one ever came. on wednesday i was told that 3 technicians had been dispatched to my house but guess what, no one ever came cause there was someone at my house that whole week. then on friday the 25th i was told that a technician cant come because there are thunderstorms and they cant work when there is lightning. what i want to know is, will my service be restored or not, because i've heard almost every excuse that these agents call me with. or better yet just dont call me if you wont deliver, thank you!

ooooo and after paying the R1500 i received a bill of R300 that i must pay by december 1 for line rental, which line am i currently renting may i ask?
