Can a landline be terminated or not?

During March 2015 I approached Telkom office in Klerkdorp to terminate a landline. Was informed to phone 10217. 10217 had a recording on saying they are on strike, phone 10210. 55 min. later got told to send email to
STOCST. Sent email on 31/03/2015 for termination on 30/04/2015 with ID and letter of cancellation and received confirmation. The line was however not terminated and bills kept coming. Resent request to STOCST. Phoned 10210 again on 14/5/2015 FROM A CELLPHONE. Spoke to Melani. She assured me that it has been recorded and backdated and will be attended to asap with ***. To date we still receive an account for rental which has grown to R1500 by now and I cannot get the line terminated. Am I to pay for this for the rest of my life because you cannot walk into an office to speak to somebody? Is it at all possible to terminate a line without waiting for Telkom to try and sue you for non payment and then take them to court?
HELP PLEASE. IS THERE ANYBODY IN TELKOM STILL WILLING TO DO THEIR JOB?
