Call center lines not being attended

on the 15th of January I was called by a Telkom Mobile call center agent for an upgrade for my data contract that I have with Telkom . however the device that comes with the contract still hasn't been delivered. when I try and call the call center to find out if the order was processed there is no answer. I have been trying since last week and again this morning . as a paying customer I am not satisfied with the service delivery as no service is being delivered at all
