Call center knows nothing

I upgraded my lte. It's been 10 days I have not received it yet and when I phoned the call center they keep sending me from department to department and no one can help me. When it was time to upgrade they called and knew which department to send me to. I'm sick of this pethetic call center agents who know nothing. I would like to cancel this order. They have disgusting attitude towards they clients.
