Buying using app

This is the 2nd time this happened to me . I bought telkom airtime via my bank app the money gets taken then the airtime dont come through I phone the care line of service provider they tell me to send them.proof of purchase they give me case number n tell me to call back after 24 hrs then.tell me they cant do anything about it
