Billing for Services not delivered!!!!

I had a ADSL line installed by Telkom. They have the option of of self install of have a technician come to your home to install. I chose the self install option as not to be billed the costs for instillation. And guess what i was billed for the installation and now that i'm refusing to pay the amount they want to suspend my service. Is this not theft??
