Billed for old devise after contract upgrade

I did an upgrade on my contract with Telkom, to my surprise the bill for the previous phone is added to the current billing after upgrade. How possible is that and why do we get early upgrade messages and later you still have to pay for the phone, I have never experienced this with the other service providers. I spoke to the consultant Nompilo Masikane who couldn't assist me with the query.
