Billed for a product that was never delivered

I app**** for a telkom sim card for data and a wifi router.The products were never delivered to me but I am being billed for it since may 2017.When I call telkom they say the sim card is active but it has never been used for calling or using the Internet.So I told them I can't pay for something I don't have,they told me I have an outstanding amount of about a R1000 yet I don't have the products since they told me they will deliver soon
