BILLED AGAINST MY CPA RIGHTS

I was told by Telkom to cancel my account WITH NO CANCELLATION PENALTIES (and this call was recorded) due to lack of signal in my neighborhood. They apologized profusely for the inconvenience, which I didn't mind so much because they were very attentive and forthcoming with information. I was even sent an sms that said that they would be building a tower or whatever as a result of this case, which should be completed within the next 2 years. However, a few months later I get billed R1400 for the remaining months of the device?! I told them to go listen to the phone call - when the consultant said NO CANCELLATION PENALTY, I assumed he meant NO. CANCELLATION. PENALTY. This case has been ongoing for a while now and all the lady who is handling it at the billing department can tell me is that I was liable. Surely as a consumer as per the CPA I am entitled to full disclosure of what NO CANCELLATION PENALTIES means if it doesn't exclude all penalties?? If I had known I would need to pay R1400 perhaps I WOULD NOT HAVE CHOSEN TO CANCEL THE CONTRACT. I WAS DENIED A CHOICE. *******. And of all the recorded calls Telkom has pulled, they cannot find that one, so I remain liable til then. Wow.
