BAD TELKOM SERVICE

i have made an application for a new service with telkom on the 19 june2018 with reference no: ********** 05A which to date has not been installed BUT i have been billed for it. after sever calls to telkom(over 20) i was asked to make a new application with reference no: ********** 15A and to date no services received BUT i have been billed for it . please assist
