bad service . undermining household clients

I moved to Krugersdorp, Pinehaven, Heritage Height some time last year. I needed a landline from telkom. Went to the nearest store to complete their forms. Only to find out that cables for land lines are not available in my complex. The construction is in progress. Complete date of the project is unknown. That was last year August. Even today I'm still given a same story. But I have not seen any digging for the cables. Pinehaven netcare hospital is being built. I bet you they have cables already. Are household clients being undermined? My neighbour said she got the same story two years back. Clearly it's never coming, the is no plan for us to get landlines under telkom. It's just a pure lie that construction is under progress.
