Bad Service provided by Telkom

I Have requested a paid up letter from Telkom on the 20th of January and told it would take 7 days before I receive it and I called after 7 days and told to wait 14 days, and I called again after 10 day and was told about 21 days. this is really an inconvenience for me because I urgently need that letter.
