Bad Service From Telkom!!!

I placed an order with telkom on the 10th of August on behalf of our school Ratanda Secondary School and they deliverd to IP Phones which too date they are not active. I have been calling since and I keep being escalated from department to the other without receiving any assistance and the schools governing body wants answers
