Bad service fibre not installed

I have app**** for fibre about 3 weeks ago. It was approved. To my surprise when they send a contractor out to come and install the fibre he said there is no cable and openserve should dig as he is a contractor and there is nothing he can do. There is no sense of urgency from this business units
